Why does the child support system always makes the man the look bad?

my brother ended up on child support because his baby mama was caught cheating so she took his kid and moved out of state filed for child support he recently lost his job after 12 years they took his license due to non payment of child support and they want even give him a permit to drive to his new job in order to work and it seems that she shouldn't be able to take his kid out of state the system is fuked up if asked me go get the ones that are hiding from child support my brother is actually trying to work and be in his child life its the woman that's making it hard for him
